I have noticed that on level up, I can't get max hitpoints no matter how many times I cancel and retry (I should be able to get 15 per level - Fighter with 16 Con, only get 13). Are they limited to an average or something?

Also, and this might have something to do with the Crit nerfs on this server, my katana's crit range is 20/x2 instead of 19-20/x2. What's the story?
